Public Funding of Higher Education Public Funding of Higher Education
$27.48

Much of the twentieth century saw broad political support for public funding of American higher education. Liberals supported public investment because it encouraged social equity, conservatives because it promoted economic development. Recently, however, the politics of higher education have become more contentious. Conservatives advocate deep cuts in public financing; liberals want to expand enrollment and increase diversity. Some public universities have embraced privatization, while federal aid for students increasingly emphasizes middle-class affordability over universal access. In Public Funding of Higher Education, scholars and practitioners address the complexities of this new climate and its impact on policy and political advocacy at the federal, state, and institutional levels. Rethinking traditional rationales for public financing, contributors to this volume offer alternatives for policymakers, administrators, faculty, students, and researchers struggling with this difficult practical dynamic.Contributors: M. In six chapters, the author provides a detailed introduction, the theoretical and empirical background, and an analysis of the prospects of future state funding of public education. He includes a Connecticut-based case study that examines state legislative motivations and suggests methods for predicting future state behaviors. Following the case study, the author offers an analysis of policy options that balance equity, performance, and tax burdens. Formula Funding of Public Services Formula Funding of Public Services

The use of formulae has become widespread in recent years across most developed countries. In the UK, a conservative estimate is that annually 150 billion of public service expenditure is distributed using formulae, in services such as health care, local government, social security and higher education. This book offers a comprehensive introduction to the theory and practice underlying the use of such formulae as a basis for funding public services. The philosophy, design and economic consequences of funding formulae have become key policy issues worldwide. However, till now, there has been no text which brings together the economic, statistical and political issues underlying formula funding. This key book fills that gap.Written by a leading international expert on the design of funding formulae, this important book includes empirical evidence from a range of countries and will be a valuable resource for all those involved in this field.

"In these days of shrinking education dollars, this book provides a wealth of funding sources. A 'must have' for all dynamic administrators who will lead their schools through the new century!"--Frances J. Sills, former principal, Cedar Grove High School, New Jersey, and educational consultant Using computers and getting "wired" have become priorities for educators and parents. But most schools lack the funds to fulfill their technological dreams. And many schools make the mistake of framing their proposals as equipment requests rather than showing how technology can facilitate better educational outcomes for students. This practical book-and-disk kit shows how to develop more effective technology funding proposals. It helps schools to identify the issues that can be resolved more efficiently through technology and then details how to effectively articulate what they need, why they need it, how they will use it, and who will benefit from the technological enhancements. Grants expert David G. Bauer arms the grantseeker with a deeper understanding of the funding landscape--from individual and corporate to foundation and government sources. He also provides a wealth of strategic tools, including worksheets, sample letters and forms, checklists, charts, spreadsheets, and Web links to additional funding sources. And for easy access and customization, many of the hands-on resources are available on the accompanying disk. Technology Funding for Schools is a complete grantseeking toolkit for administrators, teachers, parents, and policymakers.

Funding Public Schools Funding Public Schools

This book examines the fundamental role of politics in funding our public schools and fills a conceptual imbalance in the current literature in school finance and educational policy. Unlike those who are primarily concerned about cost efficiency, Kenneth Wong specifies how resources are allocated for what purposes at different levels of the government. In contrast to those who focus on litigation as a way to reduce funding gaps, he underscores institutional stalemate and the lack of political will to act as important factors that affect legislative deadlock in school finance reform. Wong defines how politics has sustained various types of "rules" that affect the allocation of resources at the federal, state, and local level. While these rules have been remarkably stable over the past twenty to thirty years, they have often worked at cross-purposes by fragmenting policy and constraining the education process at schools with the greatest needs. Wong's examination is shaped by several questions. How do these rules come about? What role does politics play in retention of the rules? Do the federal, state, and local governments espouse different policies? In what ways do these policies operate at cross-purposes? How do they affect educational opportunities? Do the policies cohere in ways that promote better and more equitable student outcomes? Wong concludes that the five types of entrenched rules for resource allocation are rooted in existing governance arrangements and seemingly impervious to partisan shifts, interest group pressures, and constitutional challenge. And because these rules foster policy fragmentation and embody initiatives out of step with the performance-based reform agenda of the 1990s, the outlook for positive change in public education is uncertain unless fairly radical approaches are employed. Wong also analyzes four allocative reform models, two based on the assumption that existing political structures are unlikely to change and two that seek to empower actors at the school level. The two models for systemwide restructuring, aimed at intergovernmental coordination and/or integrated governance, would seek to clarify responsibilities for public education among federal, state, and local authorities--above all, integrating political and educational accountability. The other two models identified by Wong shift control from state and district to the schoool, one based on local leadership and the other based on market forces. In discussing the guiding principles of the four models, Wong takes care to identify both the potential and limitations of each. Written with a broad policy audience in mind, Wong's book should appeal to professionals interested in the politics of educational reform and to teachers of courses dealing with educational policy and administration and intergovernmental relations. This book is part of the Studies in Government and Public Policy series.

Learn how racial and political bias often contribute to the misuse of funding and affect low income and minority communities! Share an insider's view of how race and politics impact the distribution of city services and how the promises of elected African Americans and liberal whites to poor communities are often broken. Authored by a noted expert in urban studies, Race, Politics, and Community Development Funding: The Discolor of Money follows federal money designated to alleviate urban poverty and blight at the local level. Using a variety of research methods, the author shows how key actors (mayor, council members, public bureaucrats) often contribute to the misuse of funds. Race, Politics, and Community Development Funding follows the trail of over $247 million allocated to the city of Milwaukee, Wisconsin, from 1975 to 1997. You'll learn where money designated to address problems of urban blight and poverty really went. Through interviews, participant observation, trace analysis, and a careful review of public records, this illuminating book follows that money and reveals the errors of those who argued that an increase in the number of black elected officials and community activists would result in more resources for low-income areas. Helpful charts, tables, and graphs illustrate the flow of federal dollars. With Race, Politics, and Community Development Funding you'll gain a better understanding of: how public bureaucracies are an extension of the executive branch, as opposed to being independent public agencies how some agencies have used a variety of inaccurate and biased methods and evaluations to fund—or not fund—community based organizations athe shortcomings of African-American elected officials and biracial coalitions in obtaining resources for minority communities how education, job training, and youth/family services are as important as who gets elected to office and more! Race, Politics, and Community Development Funding: The Discolor of Money is a valuable resource for community organizers, low-income and minority advocates, undergraduate and graduate students interested in public policies, elected officials and bureaucrats who make funding and implementation decisions, and everyone interested in racial politics and urban community development.

Issues was first published in 1995 and has appeared twice yearly since. Issues' dual purpose was to: (1) identify significant issues in education; and (2) address them through the lenses of educational psychology, psychology, and related disciplines. Topics selected for analysis were broad in scope and of relevance to a wide audience of researchers and practitioners concerned with critical educational problems. Each issue of Issues featured a single focus article, followed by a number of critiques or commentaries. These were responded to by the focus article author(s) in a "final word." In addition to the invited focus articles and critiques, Issues featured a review essay of a book or books addressing a topic of importance in education. The founding editor of the journal was Jerry Carlson. Robert Calfee served as the book review editor. Since 2001, Jerry Carlson has coedited the journal with Joel Levin, with Robert Calfee continuing as book review editor. The editorial board has included Steven Asher, Sam Ball, Virginia Berninger, Peter Bryant, J. P. Das, Earl Hunt, Richard Mayer, Angela O'Donnell, Michael Pressley, Leona Schauble, Wolfgang Schneider, and David Wood. Now, to facilitate distribution of Issues and to serve interested readers better, it is important to change the publishing format of the journal to a book series. But, importantly, the purpose of the series will be consistent with Issues in Education: Contributions from Educational Psychology. The topics selected for inclusion will continue to be relevant and important to a wide audience and the authors invited to participate will continue to be carefully chosen. Be assured, however, that the change in publishing format will not affect or diminish in any way the standards and high quality that readers have come to expect of Issues. The editors of Psychological Perspectives on Contemporary Educational Issues look forward to our exciting new adventure, beginning with this initial volume. So, welcome aboard to a volume highlighting a provocative focal article on issues associated with federally funded, scientifically-based education research by Valerie Reyna, the former senior research advisor of the Institute of Education Sciences (IES), with commentaries by a varied group of distinguished responders!

Money is one of the most stressful issues that most families face. With each generation living longer, and the wealthiest generation about to pass along their inheritance, it is imperative that money be handled thoughtfully to help meet the needs of all—grandparents, Baby Boomers, and the youngest family members. Using the unique step-by-step advice shared in Funding Your Dreams Generation to Generation, veteran financial expert Carol Akright shows how families can achieve their most cherished dreams—be it for funding college education, making long-term care affordable, or traveling together to share experiences and adventures as an extended family. With the skill of an experienced financial planner and the insights of a family counselor, Akright brings the issues to the table, and helps families turn money into a dynamic force for accomplishing good.
